Situated within Rutgers Biomedical and Health Sciences (RBHS), the Institute for Health, Health Care Policy, and Aging Research (IFH) invites applications and nominations for the Director of the Center for Healthy Aging (CHA). The Director will report directly to the IFH director and play a key leadership role in advancing the mission of the Institute within RBHS, Rutgers University – New Brunswick, as well as Newark, Camden campus and the greater New Jersey region and beyond. The Director will be a visionary scholar of national stature with a strong aging research orientation who can lead the Center and foster collaborations with other academic and research units of the University. Building on the Institute’s tremendous history and playing a vital role in bridging multiple disciplines across Rutgers, Barnabas Health System and New Jersey, the Director will have the opportunity and resources to develop the Center into a nationally and internationally recognized entity. The director will work collaboratively with IFH and Rutgers leadership, faculty and staff to cohesively articulate a vision for the future of healthy aging and to have sustained impact at the local, state and national level.

In 1989, Rutgers University – New Brunswick was elected to membership in the prestigious Association of American Universities (the “AAU”), an association of the 62 leading public and private research universities in the United States and Canada. The AAU focuses on national and institutional issues that are important to research-intensive universities, such as funding for research, research and education policy, and graduate and undergraduate education. Rutgers and Princeton University are the only AAU member institutions in the state. Currently, Rutgers ranks among the top half of public AAU institutions in the number of memberships in the National Academies of Engineering and Sciences, the National Institutes of Health, and the American Academy of Arts and Sciences.

In July 2013, Rutgers University – New Brunswick joined the Committee on Institutional Cooperation (CIC), the prestigious academic counterpart of the Big Ten athletic conference, in which Rutgers began to compete in 2014. Now exceeding $700 million annually, Rutgers outpaces the vast majority of American schools in R&D. In R&D expenditures, Rutgers University is ranked #1 in the nation for chemistry, #4 in the nation for social sciences, and #6 in the nation for mathematics. The university has 1,600 active U.S. and foreign patents and patent applications and was named one of the “Top 100 Worldwide Universities Granted U.S. Patents” by the National Academy of Inventors.

In 2014, the Board of Governors approved a strategic plan for the new Rutgers – a document that expresses a bold vision and strategy. The plan, conceived at a singular moment in the University’s 250- year history, resulted from more than a year of university-wide discussion and analysis initiated by President Robert Barchi. Moreover, the chancellors of the University’s campuses in New Brunswick, Newark, and Camden – as well as of Rutgers Biomedical and Health Sciences – have completed strategic plans that complement the university-wide plan.

Rutgers Biomedical and Health Sciences

Established by the 2012 New Jersey Medical and Health Sciences Education Restructuring Act, Rutgers Biomedical and Health Sciences (RBHS) is the major health care education, research, and clinical division at Rutgers University. RBHS has greatly expanded Rutgers’ mission as it has incorporated medical and health related academic programs and services into its core, effective July 1, 2013. Rutgers is now a stronger comprehensive university, with greater capacity for instruction, research, clinical services, and community outreach.

RBHS comprises eight schools and their attendant faculty practices, centers, institutes, and clinics; New Jersey’s largest behavioral health care network; and numerous additional centers, institutes, and clinics including:

The integration has strengthened Rutgers in overall research dollars and expanded its breadth of research capabilities in the biomedical sciences. Research and development expenditures top $677 million annually, placing Rutgers among the top 20 universities in the nation. Additionally, with $430 million annually in life sciences research and development expenditures, Rutgers places among the top 25 universities in the nation. With $612.5 million in annual sponsored research grants, Rutgers brings more federal research dollars to New Jersey than all other New Jersey colleges and universities combined. Rutgers students have opportunities through the expansion of scientific programs to participate in seminars/workshops on cutting edge research discoveries, undergraduate and graduate research programs, and other opportunities for experiential learning.

With regard to clinical training, Rutgers has numerous affiliation agreements for clinical training sites for medicine, dentistry, nursing, and health-related professional programs, and has developed comprehensive affiliation agreements with the Robert Wood Johnson University Hospital in New Brunswick and University Hospital in Newark to address undergraduate medical education, graduate medical education, and all other clinical training at the facility. University Hospital provides medical care services to a large, underserved urban population in Newark and is the main safety net hospital for the State of New Jersey.

In 2016, all health care delivery units within Rutgers University are coming under a newly developed umbrella brand of Rutgers Health. In coordination with the new branding, all RBHS faculty practices are being organized into a new Rutgers Health Group where over one thousand clinical care providers will see in excess of one million patient visits annually in sixteen counties across the state.

Rutgers Institute for Health, Health Care Policy, and Aging Research (IFH)

Located on the Rutgers campus in New Brunswick, the Institute for Health was founded in 1985 and is a vibrant, multidisciplinary research institute dedicated to scholarly research that focuses on behavioral health, health services, health disparities, health policy, health economics, pharmacoepidemiology, and aging research.

The Institute currently houses 158 member-in-residents, core and associate faculty members. The outstanding faculty have generated award-winning scholarship that has influenced fields including medical sociology, health psychology, history of medicine, economics, nursing, public health, psychiatry, global health, social gerontology, health services, medicine, social work, pharmacy, medical ethics, and health policy. Multiple research centers are part of the Institute, such as the Center for State Health Policy; Center for Health Services Research; Center for Pharmacoepidemiology and Treatment Science; and the Asian Resource Center for Minority Aging Research. Faculty members hold research and training grants funded by the National Institutes of Health, Agency for Healthcare Research and Quality, Center for Medicare and Medicaid Innovation, Robert Wood Johnson Foundation, and other major funding organizations.

IFH also has multiple cross cutting Cores: Administrative Core, which consist of 6 dedicated full time business staff supporting pre-award and post-award needs. Informative Technology Core, which consists of 4 dedicated full time staff with IFH based server with multi-level security platform: Isolated, High Security and Standard environment. IFH Survey_Data Core (NIH level university wide core), which consists of 11 full time analysts, biostatistician, survey experts, study design and psychometric expertise in order to conduct interdisciplinary and translational research while housing extensive national and state data. Communication and Philanthropy Core: 2 dedicated staff to work with funders to brand IFH and faculty’s work. Community Engagement Core: dedicated team of community outreach staff working with local and state organizations toward sustainable and reciprocal collaborations to enable population health sciences research.

The Institute has served as home to six faculty elected to the Institute of Medicine (now renamed the National Academy of Medicine). Faculty are actively involved in developing future scholars through training programs in health, mental health, and health services research at the undergraduate, graduate, and postdoctoral levels.

The Institute is located in a new 57,000 square foot state-of-the-art custom-built facility. Adjacent to both the Rutgers College of Nursing and the Robert Wood Johnson Medical School, the Institute is located in the heart of New Brunswick, an ethnically diverse and lively city with easy public transportation access to New York City and Philadelphia.

In July 2013, Rutgers and the University of Medicine and Dentistry of New Jersey were integrated into a single consolidated university creating enhanced possibilities for innovative, integrative, interdisciplinary research on biomedical and socio-behavioral health and health care. IFH is part of the Rutgers Biomedical and Health Sciences (RBHS) division, which is headed by a chancellor reporting directly to the president of Rutgers.

The Institute is an approximately $15 million entity with a current research portfolio of approximately $12 million per year. It has had a long-standing history of federally, private and state funded research programs. The Institute’s relatively new status as part of RBHS presents new opportunities to expand and grow its research grant portfolio.

Director, Center for Healthy Aging

Reporting to the Director of IFH, the Director will be responsible for developing strategic partnerships, alliances and collaborations both on and off-campus; coordinating activities across campus and community; taking responsibility for representing the University and IFH through networking and professional collaboration with external constituents, industry stakeholders, schools and organizations; and developing resources for programmatic growth and sustainability.

Rutgers University Leadership
President Robert L. Barchi

Robert L. Barchi was named the 20th President of Rutgers effective September 1, 2012. Dr. Barchi is a distinguished neuroscientist, clinical neurologist, and educator, and a member of the Institute of Medicine of the National Academy of Sciences. He previously served as president of Thomas Jefferson University (TJU) in Philadelphia, which is nationally regarded as a top university dedicated to health sciences education and research. Prior to his position at TJU, Dr. Barchi served as Provost and Chief Academic Officer of the University of Pennsylvania, where he had responsibility for all 12 schools at the University, as well as all academic programs, athletics, students, and faculty. He holds a BSc in biology and MS in cell biology from Georgetown University, as well as an MD and PhD in biochemistry from the University of Pennsylvania.

Chancellor for Biomedical and Health Sciences, Brian L. Strom

Brian L. Strom was appointed as the inaugural Chancellor of Rutgers Biomedical and Health Sciences, effective December 2, 2013. He previously served as Executive Vice Dean for Institutional Affairs at the University of Pennsylvania’s Perelman School of Medicine, where he had been on the faculty since 1980. He was the founding chair of the Department of Biostatistics and Epidemiology, founding director of the Graduate Group in Epidemiology and Biostatistics, and the founding director of the Center for Clinical Epidemiology and Biostatistics at Penn. He holds a BS in molecular biophysics and biochemistry from Yale University, and MD from the Johns Hopkins University School of Medicine, and an MPH in epidemiology from the University of California, Berkeley. His major research interest is in the field of pharmacoepidemiology, the application of epidemiologic methods to the study of drug use and effects. He is recognized as a founder of this field and for his pioneering work in using large databases for research. Among his many positions leading national and international organizations, his awards, and his honors, Dr. Strom was elected to the Institute of Medicine (now National Academy of Medicine) of the National Academy of Sciences in 2001. In 2016, he received the Oscar B. Hunter Career Award in Therapeutics for his outstanding lifetime contributions to clinical pharmacology and therapeutics.

IFH Director, XinQi Dong

In 2018, RBHS Chancellor appointed XinQi Dong, MD, MPH as its new Director and the inaugural Henry Rutgers Distinguished Professor of Population Health Sciences. Dr. Dong is a geriatrician and population epidemiologist who has published extensively on the topics of culture, family violence and health outcomes in diverse populations. He received his BA in biology and economics from the University of Chicago, his MD at Rush University College of Medicine, and his MPH in epidemiology at University of Illinois at Chicago. He completed his internal medicine residency and geriatric fellowship at Yale University Medical Center. He was the recipient of the Paul Beeson Award by National Institute on Aging, the National Physician Advocacy Merit Award by the Institute for Medicine as a Profession, the Nobuo Maeda International Aging and Public Health Research Award by the APHA, National Award for Excellence by APHA, the Maxwell Pollack Award in Productive Aging, the Joseph Freeman Award and the Powell Lawton Award by the Gerontological Society of America. He was also awarded the Rosalie Wolf Award by the National Committee on the Prevention of Elder Abuse and the Outstanding Scientific Achievement for Clinical Investigation Award by the American Geriatric Society. Dr. Dong was elected to be a Commissioner for the Commission on Law and Aging of the American Bar Association. In 2017, Dr. Dong received the Eward Busse Award by the International Congress of Gerontology and Geriatrics. In 2018, he was awarded the RWJ Foundation Health Equity Award. Dr. Dong chaired IOM/NAM committees and is the chair to National Health Collaborative on Violence and Abuse.

University Strategic Plan

The Board of Governors approved a strategic plan or the new Rutgers – a document that expresses a bold vision and strategy for the next five years. The plan, conceived at a singular moment in the University’s 250-year history, resulted from more than a year of university-wide discussion and analysis initiated by President Robert Barchi. President Barchi initiated implementation of the strategic plan through a series of major initiatives launched in the first 100 days of the plan’s adoption.

RBHS Strategic Plan

The five-year RBHS strategic plan translates university-wide priorities into the unique context for RBHS, defines its aspirations and goals, specifies clinical, research, educational, and clinical service initiatives for the division to pursue, lays out a funding strategy to support these initiatives, and identifies metrics to measure the progress and success of each initiative. The strategic plan, approved in October 2014, was developed with input provided by more than 5,000 faculty, staff, and students, including faculty university-wide.

IFH Strategic Plan

IFH is at the beginning phase of the 5-year strategic plan. Our core mission is to improve population health sciences, through interdisciplinary research, innovation education and training and sustainable and reciprocal community engagement. We aim not only to generate knowledge, but also to translate these knowledges to practice and policy. The Director for CHA will work collaboratively with IFH director, Chief Financial Officer (CFO), IFH members and other key stakeholders to synergistically articulate the mission, vision and strategic plan for the next 5 years.

Minimum Education and Experience

Research Management:

The ideal candidate must have a sustained and strong record of excellence in scholarship related to aging research. Evidence of significant contributions to successful large interdisciplinary scientific initiatives and/or entrepreneurial activities, and scholarly accomplishments, such as refereed publications, technical reports, books, and grantsmanship, are highly desired.

Leadership:

The candidate will demonstrate strong collaborative and visionary leadership skills and must be an effective communicator who is able to convey the vision for the Center to diverse audiences. Candidates should demonstrate strategic thinking skills, organizational savvy and be visionary, creative and inspirational. Effective group communication skills and capacity to assimilate organizational vision, mission, values and goals are highly desirable and instrumental for the success of the Center. Proven ability to direct a research center and demonstrated leadership in the context of interdisciplinary research teams are ideal. Experience working closely and independently with administrators of institutions and/or leaders of science programs, organizations or initiatives on local, national and/or international scales is desirable.

Academic Qualifications:

A PhD, MD, ScD or other advanced degree(s) plus a minimum 5 years of relevant administrative level experience. Credentials and track record commensurate with academic rank of associate/full Professor in the candidate’s field.

Fundraising Ability:

An established NIH funding record in gerontology, geriatric or palliative care research. Demonstrated success with fundraising or entrepreneurial revenue generation. Experience in identifying and securing funds from diverse sources, such as foundations, private and corporate donors.

Financial Management and Administrative Experience: A record of operational leadership demonstrating excellence, growth and financial effectiveness is highly desirable. Other desired traits include: demonstrated experience in fiscal management; ability to manage resources strategically; and experience with strategic planning and long-range project coordination.
