The Rutgers Institute for Health, Health Care Policy and Aging Research (IFH) within Rutgers Biomedical & Health Sciences (RBHS) is recruiting one or more non-tenure track, research faculty with advanced skills to contribute to the implementation, analysis, scientific impact, and sustainability of the recently launched New Jersey Population Health Cohort Study. Candidates eligible for a non-tenure track at any academic rank will be considered. Qualifying non-tenure track, research applicants must have strong relevant experience in complex study operations and implementation and the ability to independently advance the goals of the Cohort study by significantly contributing to analysis, publication, and proposal development. Successful applicant(s) will serve as a core member(s) in-residence within the IFH Center for State Health Policy.

About the New Jersey Population Health Cohort Study:
The overarching goal of the New Jersey Population Health Cohort Study is to produce practical, actionable information for improving population health, well-being & health equity in New Jersey and beyond. Study specific aims are:
• Discover the ways that stressors over the life course at the personal, interpersonal, societal levels contribute to health and well-being.
• Identify factors that mitigate or amplify how stressors influence health and well-being.
• Generate actionable information for improving well-being with specific focus on multi-generational families, immigrant groups, people of color, and low-income families.

Recruitment for the Cohort study began in August 2022 and is expected to span several years. The sample will ultimately include about 10,000 community-dwelling New Jersey residents aged 14 and above. About 60% of participants will be selected using four-stage probability sampling to represent the state’s geographic and demographic diversity. The remaining participants will be recruited by respondent-driven sampling and will include eight immigrant groups living in New Jersey (Korean, Chinese, Asian Indian, Filipino, Dominican, Nigerian, Jamaican, and Haitian communities as well as asylees/refugees). Both samples are designed to ensure inclusion of multi-generational families, in which multiple family members will be recruited.

The Cohort is unique in the breadth of data being collected, including in-depth interviews employing validated psychometric scales, genetic marker data from saliva samples, relevant biomarkers measured in blood samples, and physical activity data measured using actigraphy watches and GPS devices. Cohort data are also being linked to extensive secondary data at the study participant level including administrative records (e.g., Medicare, Medicaid and private insurance, and hospital charity care claims, social services participation data) and clinical data (electronic health records, COVID-19 and cancer registry data, death records); and at the community/neighborhood level (e.g., air quality, traffic and transit, crime, healthy food availability, racial/ethnic segregation, and socioeconomic characteristics).

A total of $10 million in funding has been awarded for the Cohort study from a major grant from the Robert Wood Johnson Foundation and substantial additional resources from Rutgers Biomedical and Health Sciences. The study is a signature initiative of Rutgers Institute for Health, Health Care Policy, and Aging Research and is being led by team of senior investigators from the IFH, School of Public Health, and Department of Sociology at Rutgers.

Duties of the Position Related to the Cohort Study:
· Participate in the Cohort study leadership team.
· Lead and contribute to the preparation of manuscripts using Cohort data for submission to peer-reviewed journals.
· Conduct preliminary analyses to support grant proposal development.
· Significantly lead or contribute to grant proposals that support future rounds of Cohort data collection and address research questions of high scientific and public health importance.
· Contribute to translational research communication activities with Cohort participants and community and policy stakeholder audiences.
· Participate in training, coaching, and professional development of staff, post-doctoral fellows, and others collaborating on the Cohort study.
· Engage in service activities within the Center for State Health Policy and Institute for Health.

 
Non-tenure track, research appointees will dedicate their time and expertise to conducting the Cohort study and will be provided with resources such as conference fees and travel to support their professional development.
COVID-19 Immunization Requirement
Under Policy 60.1.35, Rutgers University requires all prospective employees to provide proof that they are fully vaccinated and have received a booster (where eligible) against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption. Prospective employees who are not eligible for a booster at the time of an offer of employment must provide proof they have received a booster within two weeks (14 calendar days) of eligibility. Based on current guidance, individuals are considered fully vaccinated against COVID-19 two weeks after receiving the final dose of any COVID-19 vaccine authorized or approved for use in the United States by the United States Food and Drug Administration (FDA) and recommended by the Advisory Committee on Immunization Practices (ACIP) of the Centers for Disease Control and Prevention (CDC). Eligibility for a booster against COVID-19 varies and is explained on the University’s web site located at https://coronavirus.rutgers.edu/covid-19-vaccine. Failure to provide proof of primary vaccination and booster will result in rescission of a prospective employee’s offer of employment and/or disciplinary action up to and including termination.

Qualifications

 

Minimum Education and Experience
· Doctoral degree in a relevant field such as psychology, sociology, or epidemiology and at least one year of relevant post-doctoral experience.
· Training and experience in advanced analytic techniques applicable to longitudinal cohort data.
· Record of successful multi-disciplinary collaboration and, for senior candidates, mentorship of students and early-stage investigators.
· Excellent written and oral communication skills and ability to translate research findings and concepts to both academic and non-academic audiences.
· Ability to successfully engage and communicate with study subjects, community and public policy leaders, or other study stakeholders.
· Record of successful peer-reviewed publication, appropriate to rank, addressing population health, well-being and/or health equity.
· Record of leadership of, or contributions to, major successful peer-reviewed grant proposals to the NIH or other peer-reviewed grant sponsors, appropriate to applicant’s academic rank.
· Strong interest and enthusiasm in helping achieve successful implementation of the NJ Cohort Study and contributing to cutting-edge science.
· Capacity to make independent contributions to the design and research output of the study.
· Experience and skills relevant to cohort study operations, such as project management, field staff supervision, data quality control and preparation, or related functions.

Additional Desirable Qualifications:
· Experience in analysis of one or more types of data being collected in the Cohort study (i.e., actigraphy, genetic marker and biomarker, and linked administrative and environmental data) in addition to interview data.
· Cultural and language competency and/or experience working with one or more of the immigrant groups that are being recruited for the Cohort Study.

Overview
About the Institute for Health, Health Care Policy, and Aging Research:
Located on the Rutgers campus in downtown New Brunswick, New Jersey, the Institute was founded in 1985 under the leadership of David Mechanic, PhD as a vibrant, multidisciplinary unit dedicated to scholarly collaboration and research that focuses on critical questions related to healthcare services and policy, population health, aging, and health and mental healthcare. The Institute is housed in a 57,000 square foot state-of-the-art, custom-built academic and research facility located in the heart of New Brunswick, an ethnically diverse and lively city with easy access to public transportation to New York City and Philadelphia. The IFH provides an advanced research support infrastructure to its members, including comprehensive pre- and post-award grant and contract business support, a Data Core providing access to comprehensive national Medicaid, Medicare, commercial insurance and other rich data resources, and a research computing center with capacity to host and support analysis of large healthcare data sources, including HIPAA protected health information.
The Cohort study is managed within the Center for State Health Policy (CSHP) at the Institute, and the incumbent of this recruitment will be a member of CSHP. IFH is also home to centers focused on health services research, pharmacoepidemiology, bioethics, aging, and behavioral health. Faculty from these units, as well as leading scholars from other Rutgers units are active collaborators on the Cohort study. The mission of the Center for State Health Policy is to inform, support and stimulate sound and creative state health policy in New Jersey and across the nation. CSHP was established in 1999 with a major grant from the Robert Wood Johnson Foundation and remains a key component of the Foundation’s commitment to its home state of New Jersey.

About Rutgers Biomedical & Health Sciences:
The IFH is a unit of Rutgers Biomedical and Heath Sciences (RBHS ) comprising schools, centers, and institutes preparing the next generation of health professionals and supporting a broad spectrum of health-related investigation. RBHS includes two medical schools and schools of pharmacy, public health, nursing, and health professions. The RBHS clinical enterprise includes the state’s largest behavioral health provider, an NCI-designated comprehensive cancer center, a large multi-specialty medical group, and a comprehensive range of other health care services. RBHS also partners with RWJBarnabas Health, the state’s largest healthcare delivery system. RBHS and RWJBarnabas share comprehensive electronic health records systems which are available to Rutgers faculty conducting population health research.
